Carla Carter is a Section Chief at the Office for Civil Rights, U.S. Department of Health and Human Services. Carla and her team provide technical assistance to ten OCR Regional Offices on the investigation and resolution of race, national origin and disability discrimination complaints filed against child welfare agencies, human services organizations and health care providers. Carla previously served as a Family Court attorney, staff trainer, foster supervisor and CPS caseworker with the NYC Administration for Children’s Services. Carla earned her J.D. from CUNY School of Law and her B.A. from Lincoln University.
